By catching a Weepinbell in the wild and evolving it to Victreebel with 100 Candy.
By catching a Bellsprout in the wild, evolving it to Weepinbell with 25 Candy, and then into Victreebel with 100 Candy.

The best PvP moveset for Victreebel in Pokemon Go is Magical Leaf combined with Leaf Blade and Sludge Bomb.

Magical Leaf has a [DPT/EPT] set (Damage Per Turn/Energy Per Turn) of [3.33/3.33] which deals good damage figures and also generates energy quickly for its Charged moves.

Leaf Blade is Victreebel’s go-to Charged move and one of the best in PvP. At only 35 energy, this move dishes out an incredible 70 damage. It’s also an amazing move to force the opponent to use shields. Sludge Bomb deals 80 damage at 50 energy, and should be used at the end of the battles, or against targets that resist Leaf Blade. Keep in mind that Magical Leaf is Victreebel’s Community Day exclusive move and you can get it by evolving Bellsprout and Weepinbell to Victreebel between 2 PM and 10 PM local time. Remember that while Bellsprout will stop spawning at 5 PM, you can still get Magical Leaf up to 10 PM.

After Community Day, you can later get Magical Leaf on Victreebel only by using an Elite Fast TM.
