You can unlock mounts in Diablo 4 by completing the Donan’s Favor quest. It is important to note that this Priority Quest appears in your quest tab only after you complete Act 3 of the campaign.

Donan’s Favor is a quite straightforward Priority Quest in the game, similar to the one related to upgrading potions. During A Master’s Touch main quest of Act 4, you’ll be asked to speak to Donan to deliver Lorath’s message. Upon doing so, Donan asks you to head to Kyovashad stables and get your first mount.
