Currently, the only way to get Turtonator in Pokemon Go is to catch it after defeating it in 3-Star Raids. Turtonator Raids will be up once again during the Lunar New Year: Dragons Unleashed event, from February 5, at 10 AM local time, to February 11, at 8 PM local time.

Turtonator is a dual Fire and Dragon-type Pokemon, so you shouldn’t have much trouble facing it with Ground, Rock, or Dragon-type Pokemon. While 3-Star Raids are beatable by only one trainer, you might need some backup for this.
