No, Zenless Zone Zero isn’t confirmed to be officially playable on the Steam Deck at launch, at least. Both Genshin Impact and Honkai Star Rail aren’t officially playable on the portable device, so fans should not be too hopeful about HoYoverse making Zenless Zone Zero an exception.

Having said that, the Steam Deck basically works like a PC so you have the option to just download games from the internet and install them. However, this might not guarantee smooth performance and suitable controls.

The same applies to Zenless Zone Zero too. If it isn’t released officially on the Steam Deck, you can download it from the official website like other PC players. Do note that playing games that aren’t supported officially can lead to bans as well although that’s a rare occasion.

Interestingly, Genshin Impact wasn’t compatible with Steam Deck’s Proton as the anti-cheat considered SteamOS a third-party software. This changed following the 3.8 patch with which the developers altered the anti-cheat program.
