The knight drops the Dragon Cult Prayerbook which you can give to Incantation merchants like Brother Corhyn or Miriel, and then purchase Lighting Spear from them.

To use the Lightning Spear in Elden Ring, you’ll need at least 17 Faith, and it has an FP cost of 18. Naturally, the Incantation also scales with FAI.
Triggering Lightning Spear will see the Tarnished charge a lightning projectile and hurl it in the direction of an enemy. By charging the incantation, you can inflict a bit of splash damage as well. To further boost its potency, equip the Gravel Stone Seal to buff its damage by 15%. The same goes for the Godfrey Icon Talisman which boosts the power of charged attacks by 15% as well.
