  1. Finish the main storyline of The Teal Mask DLC.
  2. Go back and talk to the Festival Organizer in Kitakami Hall (you will find it in front of the big red building near the Ogre Oustin mini-game boot).
  3. He will tell you about the money collection to repair the Loyal Three monument.
