No, Spider-Man 2 will not be available on PC at launch and it will be a PlayStation 5 exclusive. The developers haven’t commented on an imminent PC port, so we don’t have an expected release date for Spider-Man 2 on PC.

Having said that, if Sony continue their tradition of releasing exclusives on other platforms, we might see Spider-Man 2 coming to PC after a few years. Fans have all the reasons to believe this because Spider-Man: Remastered and Spider-Man: Miles Morales arrived as PS5 exclusives but eventually made their way to PC and players seemed to love them.
