No, Final Fantasy 7 Rebirth will not have any post-launch DLC like INTERmission, and will be released as a complete package on February 29, 2024. This was confirmed by Tetsuya Nomura in an interview with Vandal and El Español in 2023.

The second chapter in the Final Fantasy 7 Remake project will not add any extra stories like its predecessor, and players will be able to enjoy the complete experience at launch.

When Remake came out in 2020, players didn’t expect Yuffie to appear in Avalanche’s Midgar adventures, as she was part of a side-quest in the original title. INTERmission was Square Enix’s way of bringing the character back canonically and beginning to talk about Wutai for the first time since Crisis Core.
