You will need to be in at least World Tier 3 to get the Godslayer Crown as a drop in Diablo 4, but your chances will be even higher if you move to World Tier 4 Torment. Aside from random drop chances from enemies and mobs, you can also get the helm as a drop reward after defeating Duriel, King of Maggots.

As it is with all Unique items in Diablo 4, it should be kept in mind that the drop chances are significantly low. So you might need to grind for a fair amount of time if you are target-farming the Godslayer Crown in the game.
