All you need to do is reach the top platform of one of these structures and search the chest located there. Remember to equip armor, carry a ranged weapon and have a shield ready.

Each Pillager Outpost chest has a 50% chance of spawning with a Goat Horn in it. These structures are quite uncommon, but their generation entirely depends on the player’s Minecraft seed. Some Minecraft worlds spawn the player right beside a Pillager Outpost, while others don’t generate one for thousands of blocks around the world spawn point.
