The Defog HM in Pokemon Brilliant Diamond and Shining Pearl can be obtained from the green-haired NPC in the Great Marsh. The Great Marsh is the Safari Zone of Sinnoh and it’s located in Pastoria City.

Once you enter the Great Marsh after paying $500 and getting 30 Safari Balls, head right and you’ll find an NPC with green hair. Interact with them to obtain the Defog HM.

Do note that beating the Water-type Gym leader Crasher Wake and getting the Fen Badge is a must if you want to utilize Defog during your journey. Having said that, you don’t need to teach your Pokemon Defog. The Poketech technology in the game lets you use the HM anywhere you want.
