Yes, Resident Evil 4 Remake features a New Game Plus mode. This was officially confirmed by developers Yasuhiro Ampo and Yoshiaki Hirabayashi in an interview with GameInformer. 

This isn’t surprising as the original Resident Evil 4 also had New Game Plus. While it’s not confirmed how it will work in the remake, in previous entries it allowed players to replay the game while maintaining all of their weapon upgrades.

If Resident Evil 4 Remake maintains this feature, then players will have a much easier time going through the game than upon their first playthrough, as these upgrades will help in taking down enemies much quicker.

In the original Resident Evil 4, New Game Plus granted players the ability to farm enough funds to purchase different weapons from the Merchant, and it’s likely that the remake will follow suit.
