Call of Duty
‘Dead Silence,’ ‘Scavenger’ returning as a Perks in Black Ops 3; ‘Toughness’ will not return

UPDATE: Vonderhaar has also confirmed on Twitter (due note: the game is currently in pre-pre-Alpha stage and everything mentioned is subject to change) that Scavenger perk will be returning, while the Toughness perk will not.
@TheBiggest_T Toughness out. Scavenger in. Lightweight N/A. All subject to change. Pre-pre Alpha; still working on these systems.

However, Vahn has stated that flinch in Black Ops 3 is in between using Toughness and not using Toughness (Black Ops 2 versions).
@TC_421 If you are asking me how much flinch exists, it’s “about” 1/2 the amount between having Toughness and not (BO2). Subject to change.

Original Story:
David Vonderhaar has confirmed on Twitter that the Dead Silence Perk will be returning in Black Ops 3 multiplayer. His tweet also mentions that the perk is currently in the Perk 3 slot, but the slot could change before launch. Dead Silence allows silenced movement while moving across the maps in multiplayer.
@Im_Upsetting Dead Silence is a perk. Currently in Perk 3. Subject to change (the category, not the Perk.)

Dead Silence wasn’t made available as a perk in Advanced Warfare; Sledgehammer Games changed it into an Ability with limited time use only.
