The quest with the Kuo-Toa involves either helping the band of fish people or fighting them, and it’s found in the Underdark in Act 1 of Baldur’s Gate 3.

Here are the steps you need to take to find the Kuo-Toa in Baldur’s Gate 3:

The first step is to find the Underdark. The easiest way to reach there is through the Goblin Camp, but you can also go through the Hag’s lair or the Zhentarim Hideout.
Once you reach the Selunite Outpost, head west, where you’ll be attacked by a Beholder and a group of hostile Drow.
Now follow the direction given in the map above. Your target will be the red highlighted section, and to reach there, you need to jump on the mushrooms or use Feather Fall. Once you get down, you’ll find a hidden passage marked on the ground.
Click on this passage to enter the Festering Cove.

When you step inside the Festering Cove, you’ll find the Kuo-Toa worshipping a redcap named BOOOAL. There are multiple possible outcomes here, but none of these are tied to the main plot.
